The Regional Aviation Association of Australia (RAAA) welcomes the announcement made by Minister Darren Chester that the future requirements for Aviation Rescue and Fire Fighting Services (ARFFS) are to be based on a safety risk assessment rather than simply the number of passengers per annum using an airport as has been the case for many years.

RAAA comment on the new VET Fee Help system

The Regional Aviation Association of Australia (RAAA) congratulates the Federal Government on their proposed changes to the Vet Fee Help system.

The RAAA also supports the governments increased requirements on quality measures for approved Registered Training Organisations, including the need to ensure students progress at a satisfactory rate and KPIs on graduate outcomes, student satisfaction and completion rates.

RAAA announces new CEO

The Regional Aviation Association of Australia (RAAA) today announced the appointment of Mike Higgins as its new CEO.

The RAAA Chairman, Jim Davis, commented "Mike brings a tremendous wealth of expertise to the position being a Licensed Aircraft Maintenance Engineer, a former Commercial Pilot, Maintenance Organisation Manager and airline General Manager, one of the architects of regional aviation security regulations, drug and alcohol management plans and, most recently, a senior manager with CASA".

Opening up Airservices Australia

The RAAA fully supports Maurice Newman, the federal government's most senior business adviser, with his call to open up key functions of Airservices Australia to competition. Similar moves in other countries have proven that government monopolies can be improved significantly when they are subject to the market place forces. Recent Senate Hearings into a range of worrying tender probity issues and the high turnover of senior executives have also raised concern across the regional aviation industry.

CASA Director of Aviation Safety Raises the Bar

The recent Directive on aviation safety regulations issued by Mark Skidmore, CASA Director of Aviation Safety (DAS), is the most important regulatory policy document issued by CASA in decades. It sets out clearly the guiding principles by which CASA will carry out its responsibilities to the travelling public and to industry. It commits CASA to meaningful consultation with industry, to justifying regulations on the basis of safety risk and to not imposing unnecessary cost on industry.

RAAA Welcomes CASA Board Appointments and comments on Government Response to ASRR

The RAAA warmly welcomes the appointment of the three new CASA Board members, Ms Anita Taylor, Mr Ian Smith and Capt Murray Warfield. Along with the Deputy Chair, Mr Jeff Boyd. Minister Truss is to be congratulated for appointing individuals with strong aviation and management experience. This move heralds a new and hopefully positive era in CASA/aviation industry relations. The long anticipated government response to the Aviation Safety Regulation Review (ASRR) is also welcomed.

RAAA calls for a fairer deal for regional operators

The Regional Aviation Association of Australia (RAAA) today called for a better deal for regional operators with regard to taxes on aviation fuel. Over $300m is raised annually from levies on aviation fuel for domestic flights in Australia with around two thirds being for the carbon tax and one third funding for CASA. All international flights, including those by Qantas and Virgin Australia, are exempted.

RAAA calls on the Government to ensure fair competition for regional aviation

The Regional Aviation Association of Australia (RAAA) today expressed strong support for Prime Minister Tony Abbott's move to repeal the 1992 Qantas Sale Act. It feels that Qantas was unfairly restricted by the Sale Act which it perceives to be an historical anachronism needing to be removed in order to keep competition on an even playing field.

Brisbane Airport Corporation offer

The offer by Brisbane Airport Corporation (BAC)to work with other airports to ease congestion at Brisbane has been greeted with scepticism by regional operators. The encouragement by BAC's leaders for operators to use larger aircraft at Brisbane in order to maximise airport revenues is disingenuous given that the market should determine the size of aircraft for a particular route, not the airport owners.

The comprehensive policy document presented the RAAA's views on aviation regulatory reform, safety reporting, aviation security, CASA funding, the enroute rebate scheme, the carbon tax, capital city and regional airports including future infrastructure needs, and the pressing questions around the ongoing industry skills shortages.

Carbon Tax May Mean Pain For Regional Communities

"The Prime Minister claims that the carbon tax is aimed at the big polluters, but the regional aviation industry contributes around 0.2% of the nation's total carbon emissions. The fact that the tax is being applied via the Aviation Fuel Levy to regional aviation, an industry that barely emits carbon and which actually acts as an alternative to other carbon producing transport options, makes a mockery of the Prime Minister's claim" Mr Tyrrell said.

Massive Sydney Airport Price Increase Will Harm Regional Services

Sydney Airport has proposed a 6000% aircraft parking increase for users of the general aviation parking area. Regional airline, freight, charter and general aviation operators are incensed at the massive increases being proposed. If the price increases become reality some operators may close their doors while others will need to lift prices to customers substantially. This will hurt regional people and cost jobs.
